Chapter 2

Emory left at dusk. The file box stayed on my kitchen table. I stared at it for twenty minutes after the door closed, then got up and made more suppressant tea. The bitter smell filled the small room. Buster watched me from his spot by the radiator, ears flat.

I drank it standing at the counter. My wolf was still gone. That was fine. I had work to do.

I opened the first folder. Alliance correspondence. My handwriting. My signatures on behalf of Jaxon's authority. Seven years of it, stacked neat and damning.

My phone buzzed. Jaxon again. I turned it off completely this time.

---

I found out about the cloak three days later, and I found out from Mara.

She showed up at the inn just after noon, still wearing her healer's satchel. She did not knock softly. She pushed the door open the second I unlocked it and stepped inside like she was being chased.

"She's wearing it," Mara said. No preamble. Her jaw was tight. "Lana. She put on your ceremonial cloak in front of me and Garrett and Simmons. Just walked into the Luna suite like she owned it, opened the wardrobe, and pulled it out."

I set down the pen I had been holding. My hand was steady. That was good. "When?"

"Last night. She smoothed it over her shoulders. Smiled. Said it fit her better." Mara's voice cracked on the last word. She looked at me like she was waiting for me to explode.

I did not explode.

I pressed my thumb into my wrist. One. Two. Three.

"Did anyone stop her?" I asked.

Mara shook her head. "Garrett looked away. Simmons muttered something and left. I—" She stopped. Swallowed. "I should have said something. I didn't."

"It's fine," I said. My voice came out calm. Clinical. The voice I used for pack logistics. "She can have it."

Mara stared at me. "Penelope—"

"I mean it." I picked up the pen again. "I don't need it anymore."

Mara left ten minutes later. She looked worse than when she had arrived. I went back to annotating the Luna Accord. The cloak did not matter. The cloak had never mattered. It was fabric. I had built the pack with my hands, not a piece of ceremonial silk.

Buster put his head on my knee. I scratched behind his ears and kept writing.

---

The attack accusation came the next morning.

Emory called at dawn. His voice was flat. "Lana's claiming you sent people after her. Says they broke into the Luna suite last night. Clawed her arms. Tore the ceremonial cloak."

I sat up. The suppressant tea from the night before had left a sour taste in my mouth. "That's not true."

"I know." Emory's tone did not change. "Jaxon issued a decree an hour ago. You're banned from Ironveil territory. Officially branded a threat. He's telling the pack you're dangerous."

I stood. Walked to the window. The Council territory stretched out gray and quiet under the early light. My reflection in the glass looked hollow. I touched the high collar I had started wearing three days ago. The phantom scar underneath was cold.

"Did Mara examine her?" I asked.

Emory paused. "Yes. She logged it. Didn't say much to Jaxon, but she wrote it all down. The angle of the marks. The depth. She knows."

"Good." I turned away from the window. "Then we have a record."

Emory was quiet for a long moment. Then: "Penelope. Your wolf—"

"Is resting," I said. Too fast. "She's fine. I'm fine."

Another pause. Longer this time. "All right," he said finally. He did not believe me. I could hear it. But he did not push. "I'll keep gathering records. The tribunal date should come through this week."

I hung up. My hand was shaking now. I set the phone down carefully and made more tea.

Buster growled softly from his spot on the floor. Not at me. At nothing. At the air.

I drank the tea. It did not help.

---

That night I tried again.

I sat on the floor of the inn's tiny bedroom, legs crossed, eyes closed. I reached for the place inside me where my wolf had always been. The place that used to hum with her presence, her voice, her name.

Nothing.

Just silence. Dense and absolute and humiliating.

I tried for an hour. My nails dug into my palms. My breath came short. Buster whined and pressed his nose against my knee, but I did not stop. I kept reaching. Kept calling.

She did not answer.

When I finally opened my eyes, my face was wet. I wiped it with the back of my hand and stood up. My legs were stiff. The room was dark except for the streetlight outside.

I added another collar to my wardrobe. High-necked. Black. It covered the scar completely.

Then I went back to the kitchen table and opened the Luna Accord again. Article 7, Subsection C. My annotations in blue ink. My handwriting. My land.

I did not need a wolf to file a legal claim. I just needed to be right.

And I was right.

---

The formal partition claim went through two days later. Emory brought the confirmation notice himself. He set it on the table between us, and I read it twice to make sure I understood.

Tribunal hearing. Lycan Council chambers. Two weeks.

Emory watched me. "Jaxon's refusing to cede the territory. He's not even preparing a counter-argument. He thinks you're bluffing."

"I'm not," I said.

"I know." Emory leaned back in his chair. His face was unreadable. "But Penelope. If you walk into that tribunal without your wolf—"

"I'll manage," I said. My voice was sharp. Too sharp. I softened it. "I've managed everything else."

Emory did not argue. He just nodded once, slow and deliberate, and made a note in his file. I saw him write something in the margin. He angled the page away before I could read it.

After he left, I stood at the window and watched the street below. A few pack members walked past. None of them looked up.

My phone — still off — sat on the counter. Jaxon's name was probably still lighting up the screen. Twenty-three calls. Maybe more by now.

I did not turn it on.

I went back to the table. I pulled the eastern-boundary map toward me. My lines. My measurements. My land.

Two weeks.

I pressed my thumb into my wrist. One. Two. Three.

Then I picked up the pen and kept working.
