Chapter 5

She arrived on a Tuesday morning without warning.

I was in the common room with Layton, reviewing supply requisitions for the northern border patrol — work that Declan had quietly started assigning to me, as if my presence at these meetings was now assumed rather than negotiated. The fire was crackling. Buster was asleep across both our feet. It was almost comfortable.

Then the door opened, and the temperature in the room dropped ten degrees.

Councilwoman Hargrove was exactly what I'd expected and somehow worse. Tall. Severe. Gray hair pulled back so tightly it looked painful. She wore Council blacks and carried a leather ledger that looked older than the pack house itself.

Layton stood immediately. I followed half a second later, my hand going instinctively to my neck before I caught myself and dropped it.

Hargrove's eyes tracked the movement. She wrote something in her ledger.

"Alpha Campbell," she said. Her voice was clipped. Precise. "Luna."

The title landed like a test.

"Councilwoman," Layton said evenly. "We weren't expecting you until next week."

"I don't announce my inspections." She crossed to the center of the room and set her ledger on the table. "It defeats the purpose."

She opened the ledger. Pulled out a pen. Looked at both of us with an expression that gave away absolutely nothing.

"Continue what you were doing," she said. "I'm here to observe."

Layton's jaw tightened fractionally. Then he sat back down and gestured for me to do the same.

I sat. My hands were shaking. I folded them in my lap where she couldn't see.

For forty minutes, Hargrove said nothing. She stood near the window, occasionally writing in her ledger, watching us with the kind of attention that made my skin crawl. We tried to work. Layton asked me a question about supply rotation schedules. I answered. My voice sounded too high.

At one point, Buster shifted in his sleep and his weight rolled more heavily onto my foot. I winced. Adjusted. Layton's head turned toward me — just slightly, maybe three degrees — before he seemed to catch himself and looked back at the document in front of him.

Hargrove wrote something.

I reached for my neck. Stopped. Pressed my hand flat to the table instead.

She wrote something else.

When she finally closed the ledger, I nearly sagged with relief.

"I'll return," she said. "Unannounced. Be prepared to answer detailed personal questions about each other's histories. Scent compatibility is only one factor. The Council requires evidence of genuine bond knowledge."

Layton nodded once. "Understood."

Hargrove looked at me. Her gaze was sharp enough to cut. "Luna Brooks. Your wolf is dormant, I'm told."

My throat closed. "Yes."

"How long?"

"Since my previous mate rejected me."

She didn't blink. "And yet you agreed to a provisional bond."

"Yes."

"Interesting." She turned toward the door. Paused. "Alpha Campbell. A word. Privately."

Layton stood. He didn't look at me. They stepped into the hallway and the door closed behind them.

I sat alone in the common room, my hands still folded, my heart hammering so hard I thought it might crack a rib.

Buster woke up. He climbed into my lap and licked my face.

I buried my fingers in his fur and tried to breathe.

Layton found me in my quarters an hour later.

"We need to prepare," he said without preamble. "Hargrove will be back within the week. The Council's bond-legitimacy protocol requires us to demonstrate detailed knowledge of each other. Personal histories. Behavioral patterns. Scent responses."

I looked up from the book I wasn't reading. "How detailed?"

"Childhood memories. Fears. The exact timbre of each other's wolf-voice." He paused. "Everything."

My stomach turned over. "Okay."

"This weekend. My study. We'll go through the full protocol."

He turned to leave.

"Layton."

He stopped.

"What did she say to you? In the hallway."

His shoulders were rigid. "She said the scent compatibility between us is stronger than she's seen in most fated bonds. She wants to know why we're calling it provisional."

"What did you tell her?"

"That it's contractual. Temporary. Exactly what we agreed."

I nodded slowly. "Right."

He left without looking back.

The weekend arrived too quickly.

I showed up at Layton's study Saturday morning with coffee and a knot in my chest that hadn't loosened since Hargrove's visit. He was already at his desk, a stack of Council documents spread in front of him.

"Sit," he said.

I sat.

For the next six hours, we worked through the protocol. He asked questions. I answered. Then I asked. He answered. Childhood memories. Favorite foods. The scar on his left shoulder from a rogue attack when he was fifteen. The foster family I never talked about.

It should have been clinical. It wasn't.

Somewhere around hour four, Layton asked, "Your wolf. You said she's dormant. What does that feel like?"

I looked down at my hands. "Silent."

"Quiet-dormant or gone-silent?"

The distinction landed like a blade. I swallowed hard. "Gone-silent. I don't know if she's still there. I haven't heard her voice since Jayce spoke the rejection vow."

My hand went to my neck. I didn't stop it this time.

Layton was quiet for a long moment. Then he said, in the same flat tone he used for territorial reports, "I've never heard my parents say they're proud of me."

I looked up sharply.

His face was unreadable. "Not when I took the Alpha title. Not when I secured the northern border. Not once."

I didn't try to comfort him with words. I reached across the desk and laid my hand over his.

He didn't pull away.

The scent in the room shifted. Cedar and jasmine, thick and warm, like something exhaling for the first time.

We sat like that for thirty seconds. Then he pulled his hand back, stood, and turned toward the window.

"We'll continue tomorrow," he said quietly.

I left.

That night, alone in my quarters, I felt it.

A warmth. Deep in my chest. Faint. Tentative. Not a voice. Not a name. Just the quality of something trying to surface through a very long silence.

I pressed my hand flat to my sternum and held my breath.

The warmth didn't speak.

But it didn't disappear either.

I lay in bed, my hand on my chest, staring at the ceiling. My heart was racing. My eyes were burning.

I didn't move. I was afraid if I moved, I'd lose it.

The warmth stayed.

Small. Fragile. Alive.

I closed my eyes and whispered into the dark, "Are you there?"

No answer.

But the warmth pulsed once. Gentle. Unmistakable.

My breath caught.

From the adjoining suite, I heard footsteps. Layton's door opening. Then closing. The sound of him moving through his room.

The warmth in my chest pulsed again.

Stronger this time.
