Chapter 4

Kael's office was quieter than the great hall. No stone echoes. No wolves watching from the shadows. Just a desk, two chairs, and a window that looked out over the northern ridge where the sun was starting to set.

He slid the folder across the desk without ceremony.

"Marcus finished," he said.

I opened it.

The first page was a timeline. Rylee's movements in the six months before the rogue raid. The second page was a list of discrepancies in her pack registration. The third page was a photograph.

I stopped breathing.

The girl in the photograph was young. Maybe nineteen. Dark hair pulled back from her face. Eyes that had not yet learned to be careful. She was smiling at whoever held the camera, and the smile was unguarded in a way that made my chest hurt.

Below the photograph, a name: Avianna Castillo.

I pressed two fingers to the inside of my wrist. My pulse was there. Fast. I made myself slow it down.

"The registration Rylee used to enter your rescue operation," Kael said quietly, "was issued under this name. Avianna Castillo. Younger sister. Cast out of the same collapsed pack eighteen months before Lily was born. Death recorded in unclaimed rogue territory. No pack. No identity. No one to vouch for her."

I looked at the photograph for a long time.

I had suspected. The way Rylee never spoke of family. The way she flinched when anyone asked where she came from. The way she had positioned herself so carefully, so completely, as though she were building an entire person from scratch.

Now I knew.

"She stole her sister's registration," I said. My voice sounded far away. "She took Avianna's place in the rescue. She left her to die as an unregistered rogue."

Kael nodded.

"And then she walked into your pack house and let you feed her."

I closed the folder. My hands were steady. That surprised me.

"I need access to the legal archives," I said.

Kael reached into his desk drawer and pulled out a key. He set it on the folder.

"Third floor. East wing. No one will disturb you."

I took the key. I stood. I did not thank him. We were past that.

At the door, I stopped.

"Your wolf," I said. "Fenris. He knew, didn't he? The day I walked into the hall."

Kael's expression did not change. But something in his eyes shifted.

"He knew what you were carrying," he said quietly. "He knew what it cost you to preserve it."

I nodded once and left.

---

The Lycan legal archives were older than the hall itself. Stone shelves. Leather-bound records. The smell of dust and ink and centuries. I worked by lamplight because the windows faced west and the sun had already set.

Two weeks.

I cross-referenced rogue territory death records with collapsed-pack registrations. I traced the identity documents Rylee had used to enter my rescue operation back to their origin. I found Avianna's trail piece by piece, like assembling a body from scattered bones.

Cast out as an unregistered rogue under her sister's name. No pack to claim her. No Healer to treat her. Death recorded in unclaimed territory six months after the collapse. Cause of death: exposure and malnutrition. She had been twenty years old.

I copied every record with meticulous care. I did not allow myself to feel it yet. I filed the documentation into the tribunal evidence package and kept working.

On the fourteenth night, I sat alone in the archives with Avianna's photograph in front of me and the wolfsbane vial beside it.

Two sisters. One who should have been saved. One who was murdered.

Rylee had built her entire life on their erasure.

I sealed the records. I pressed two fingers to the inside of my wrist. My pulse was there. Steady.

I would make sure the Council saw Avianna's face.

---

The message came through the sanctuary network three days later. One of the displaced wolves I had treated — a former Gamma's daughter who still had contacts near Silverfang — sent word that Elara Voss was being watched.

Not threatened yet. But watched.

A wolf stationed near her settlement. Tracking her movements. Subtle enough that Elara might not notice. Obvious enough that I did.

Rylee had not forgotten the Healer she silenced.

I did not hesitate. I sent a sanctuary escort to Elara's location immediately. Two wolves I trusted. Fast runners. Good instincts. And I sent a message that was no longer a request.

*It is time. If you wait any longer, she will reach you before I can use what you know.*

Elara's response came back within hours: *I am coming.*

She arrived two days later. The escort brought her directly to my quarters in the east wing. She was thinner than she had been at the tavern. Her hands were shaking.

I did not ask her anything. I made her tea. I sat across from her at the small table by the window and let the silence settle.

After a long time, she spoke.

"I saw him," she said quietly. "The wolf watching me. I knew what it meant."

I nodded.

"You are safe here," I said. "Rylee cannot reach you in Ashford Ridge."

Elara's hands tightened around the cup.

"I should have spoken three years ago," she whispered. "I should have —"

"You are speaking now," I said. "That is what matters."

She looked at me. Her eyes were red.

"What do you need me to say?"

I reached across the table and placed my hand over hers. Not to comfort. To steady.

"The truth," I said. "Exactly what you smelled. Exactly what she said to you. Exactly what you documented before she made you bury it."

Elara closed her eyes.

"I can do that," she said finally.

I did not let go of her hand.

"Then we have everything we need."

I stood. I walked to the window. Outside, the northern ridge was dark except for the distant glow of the pack house lights.

Somewhere in that territory, Paxton was still Alpha. Rylee was still Luna. Lily's name was still recorded as natural immune failure.

Not for much longer.

I pressed two fingers to the inside of my wrist. My pulse was there. Steady.

I had evidence. I had a witness. I had Avianna's face.

It was time to invoke the Luna Accord.
