Chapter 4

I went to the archive that evening the way I always did—after the pack house had gone quiet, after the last light in the main corridor had been switched off, after the only sounds left were the distant patrol rotations and Barnaby's slow breathing from the room I had locked behind me.

The archive smelled like old paper and cedar oil. I had always found that calming.

I set the pendant on the table beside my notes and opened the Luna Accord to Article Seven. I didn't need to find the page. My hands knew where it was.

The burden-of-proof language was in the third paragraph. I had read it so many times that I could recite it forward and backward, but I read it again now—slowly, the way you check a locked door even when you know you locked it. Because what I was about to do could not have a single weak point. Not one.

I laid everything out in front of me.

The pendant. Warm from my skin, the carved surface worn smooth along one edge from years of my thumb finding it in the dark.

The journal entry. Ten years old, the ink slightly faded, the handwriting cramped and urgent the way teenage handwriting is when something real has just happened.

The scar on my left forearm. Three parallel lines. That one I couldn't set on the table, but I pushed up my sleeve and looked at it under the archive lamp until I had catalogued it the way I catalogued everything—precisely, without sentiment.

And Maci's documents. Not yet. Those were coming.

I pulled a fresh sheet of paper toward me and began to write. Not the tribunal request—that I had drafted twice already and refined to something I was satisfied with. This was the procedural request to the Lycan Council's administrative office. Not to Kieran Voss. Not to any named individual. To the office itself, in the formal language the Council's own procedural charter required.

I was requesting that a tribunal observer be present during the scheduled inspection of Ironveil's alliance stability.

I framed it as a procedural matter. Which it was. Technically.

I wrote for an hour. When I was done, I read it back once, found nothing to change, and sealed it. I had a contact in the Council's administrative channel—a clerk I had corresponded with twice over the past year on what I had described as research questions about historical Luna Accord applications. She had been helpful. Professional. She did not know my name meant anything beyond what it appeared to mean.

I addressed the envelope and placed it in the outgoing correspondence tray that the Ironveil mail runner collected at dawn. It would reach the Council office within two days.

No one in this pack knew I had sent it.

I sat for a moment after, my hands flat on the table, and let myself feel the shape of what I was building. Every piece was in its place. The pendant. The entry. The scar. The law. The testimony, when it arrived.

I just needed Maci.

She came two days later.

I knew she was at the border before anyone told me—I felt it the way you feel a change in air pressure before rain. Maci had submitted a routine inter-pack trade negotiation request under her Beta rank. Unremarkable. Standard. The kind of thing Ironveil processed without a second look.

We met in the storage corridor near the east wing. Eleven minutes. I had timed the patrol rotation.

She looked the same. Solid and certain, her jaw set in the particular way it got when she was holding something back because she had decided this was not the moment to let it out. She was carrying a flat leather case under her arm, the kind used for formal documentation.

She pressed it into my hands without preamble.

"Petra Novak," she said quietly. "Sworn testimony, sealed for Council admissibility. Three packs. The rogue's name, the dates, the methodology." She paused. "It's all there, Anya. Every piece of it."

I held the case against my chest and felt the weight of it—not heavy, but solid. Real.

Maci's hand closed around my arm. Hard. Grounding.

"No—listen—" She stopped. Breathed. "You have *everything*."

The corridor was dim and cold and smelled like cleaning supplies. Somewhere above us, the pack house was going about its evening—dinner being cleared, ranked wolves retiring to their quarters, Declan in the Alpha suite with Lana and her careful hands and her borrowed story.

I looked at Maci and did not cry. She looked at me and did not cry. We had an agreement about this, unspoken and absolute.

"Four days," I said.

She nodded once. Then she turned and walked back toward the border, her Beta credentials tucked neatly in her jacket, her footsteps even and unhurried.

I stood in the corridor for a moment after she was gone. Then I slid the leather case into the interior of my coat, alongside the pendant, the list, and the tribunal request.

I pressed my thumb against the pendant through the fabric.

Four days until the Council arrived. Three until the heir announcement Declan didn't know I knew about.

I wasn't going to wait for either.

I walked back toward the archive to finalize the last document. My steps were even. My face was still.

Deep in my chest, something that had been waiting a very long time pressed quietly against its own edges—patient, enormous, and almost ready.
