Chapter 5

The neutral territory summit was held in a stone lodge built into the side of a mountain — old construction, predating any of the current pack treaties, used for sessions that required ground no one could claim as theirs.

Wren and I arrived an hour early.

I wore a dark coat and carried the dossier in a leather satchel slung across my shoulder. No ceremonial Luna marks. No pack colors. Nothing that announced where I'd come from. Just the satchel and the silver wolf coiled inside my chest, and the certainty I'd built over fourteen days.

Wren stayed by the door. We'd agreed. This part was mine.

I walked into the main chamber and the room shifted.

It was subtle at first. Conversations didn't stop, exactly — they just slowed. Heads turned. Allied Alphas I didn't recognize tracked me with the careful, evaluating attention of wolves catching a scent they couldn't quite place. My wolf stretched beneath my skin, just slightly, and the Alphas closest to me dropped their eyes without seeming to know why.

I didn't acknowledge them. I scanned the chamber until I found him.

Dominic Voss was standing near the far wall, talking to two Council aides, one hand resting loosely on the back of a chair. He was taller than I'd expected — broad through the shoulders, dark hair cut close, a coat that looked plain until you noticed the fabric. He hadn't seen me yet.

I crossed the room.

The aides registered me first. One of them straightened. The other touched Dominic's elbow, said something low, and stepped back.

Dominic turned.

He saw me. His expression didn't change — the diplomatic composure of a man who'd spent his entire adult life not reacting to anything in public. But his wolf did.

I watched it happen. His pupils dilated, slow and deliberate, the black blooming through the gold until almost no color was left. His shoulders lowered a fraction. He went very still — not the stillness of caution, but the stillness of a wolf that had caught something on the wind it hadn't expected and was deciding what it meant.

Then he bowed his head. Just a fraction. Barely a degree.

I felt it land in the room before I understood what I was seeing. The two aides had gone rigid. One of the Alphas behind me made a small sound, quickly cut off. The Lycan Prince did not bow. Not to allied leaders. Not to Council petitioners. Not to anyone outside his immediate bloodline.

He'd just done it for me.

His scent reached me a second later — dark cedar and winter smoke, cold and clean, the kind of scent that registered low in the chest before the mind caught up. My wolf responded with a warmth I felt rise and set aside almost in the same breath. Not now. Not here. I would examine it later, when I wasn't standing in a room full of witnesses.

Dominic straightened. His voice, when it came, was quiet and complete.

"You have the Council's attention," he said. "And mine."

I inclined my head — the gesture of an equal acknowledging an equal, not a petitioner thanking a benefactor. I'd practiced it in the mirror at the safe house. It felt right.

"I have a petition," I said. "Filed jointly. Mate-bond violation. Biological sabotage through wolfsbane administration. Territorial fund misappropriation. Two packs implicated. I have the evidence with me."

"I'm aware."

I paused. "You're aware."

Something moved at the corner of his mouth — not a smile, but the suggestion of one.

"Elder Mother Eleanor Ironveil filed a complaint against you eleven days ago," he said. "Citing uncontrolled foreign bloodline emergence. The Council reviewed it. We had questions. I came here to ask them."

It took me a moment.

He hadn't been at this summit by coincidence. He'd been here waiting for me. Eleanor had filed her complaint, and the Council had read it, and somewhere in the language of *uncontrolled foreign bloodline* they had heard something Eleanor hadn't intended them to hear. Dominic had come to the neutral territory not to manage me, but to receive me.

The Council had been two steps ahead of Eleanor since before she filed.

I didn't let any of that reach my face. I unslung the satchel and held it out.

"Then I'll save you the trouble of asking," I said.

He took it. His fingers brushed mine as the strap transferred — barely contact, barely a second, but I felt it in the pads of my fingers for a long time afterward. He didn't react. Or he did, but he was better at hiding it than I was.

He handed the satchel to one of the aides without looking. "Process this. Full chain of custody. I want it in the Council chamber by tonight."

The aide left at speed.

Dominic turned back to me. The diplomatic composure was almost fully back in place, but his wolf was still watching me from behind his eyes, and his wolf hadn't decided anything yet.

"The Council will issue summons within forty-eight hours," he said. "You and your witness will be formally received as claimants. Until the tribunal convenes, you are under Council protection. No one touches you. No one approaches your safe house. If they try, the response will be immediate."

I nodded.

"There will be a formal hearing within fourteen days," he continued. "Possibly sooner. Your bloodline claim will require independent verification. I assume you understand what that means."

"I do."

He looked at me for another moment — that same still, evaluating attention, his wolf reading something in me that he hadn't put words to yet.

"Lady Rachel," he said.

Not Luna. Not refugee. *Lady.* The honorific reserved for unverified bloodline carriers under formal Council review.

It was a small thing. It was not a small thing.

"Prince Dominic," I said.

I turned and walked back to where Wren was waiting. I did not look back. I felt his attention on my spine the entire way to the door, and I felt his scent fade by degrees as the distance opened, and I felt my wolf settle down inside me with something that was not quite satisfaction but was very close to it.

Wren read my face as I reached her.

"It's done?"

"It's started," I said.
