Chapter 2

The dress was the first decision I made entirely for myself.

Blood red. Leather. Cut close at the waist and flared just enough at the hip to move in. I had found it in a consignment shop two towns over, paid cash, and hung it in the back of my rental room closet for eleven days before I had somewhere to wear it.

The Harlow Pack's Come of Age Ceremony was exactly the kind of event I needed. Neutral ground, VIP attendance, and enough social noise that one woman moving through a crowd would barely register. I had noted it in my notebook seven months ago, when I found the invitation buried in Alexander's correspondence files. He had declined to attend. Too minor, he'd said. Not worth the drive.

I thought it was worth the drive.

I arrived alone, which was fine. I had always worked better alone.

The venue was a converted estate hall, the kind with high ceilings and too many chandeliers. Wolves in formal wear clustered in groups, the way they always do — rank sorting itself naturally, Alphas gravitating toward Alphas, Betas hovering at the edges of conversations they were not quite invited into. I stood at the bar for exactly four minutes, long enough to locate the man I had come for.

Alpha Garrett Finch of the Pinewood Pack. Forty-three years old. Territorial dispute with his eastern neighbor running on eighteen months with no resolution. He had approached Black Moon twice for arbitration support and been turned down both times — Alexander had considered Pinewood too small to bother with. I had read every document in that file. I knew the dispute better than Garrett Finch probably did.

I picked up two glasses of wine and walked over.

'The eastern boundary issue,' I said, handing him one of the glasses. 'The Maplecrest Pack is stalling because they're waiting on a water rights ruling from the Lycan Council. It's been sitting in committee for four months. They know it'll go against them, so they're running out the clock on your patience.'

He stared at me. 'I'm sorry — who are you?'

'Someone who read the committee filing.' I took a sip of my wine. 'The ruling drops in six weeks. When it does, Maplecrest loses their legal leverage and they'll be forced to negotiate. If you want to be in a strong position when that happens, you need a third party who can hold the boundary line in the interim. Someone with rogue-neutral standing and enough territorial footing that Maplecrest can't dismiss them.'

He was quiet for a moment. He had the look of a man recalibrating — trying to figure out what I was selling and what it would cost him.

'I have forty-two acres of Westfield border territory,' I said. 'Deeded to me in thirty days. It sits adjacent to your eastern line. If I establish a presence there, Maplecrest can't make any moves without going through me first.' I paused. 'In exchange, I want access to your pack's rogue-neutral trade routes for six months and a letter of introduction to the Harlow Alpha.'

Garrett Finch looked at me for a long moment. Then he looked at my dress. Then back at my face.

'You're the woman from Black Moon,' he said slowly. 'The one who—'

'The one who left,' I said. 'Yes.'

He signed the preliminary agreement on a cocktail napkin at eleven-fifteen. It wasn't legally binding, but it didn't need to be yet. It needed to be a handshake, and it was.

I drove back to the waystation with the napkin folded in my clutch and the particular quiet satisfaction of a first move landing exactly where I aimed it.

Alexander found out within a week.

I expected that. What I hadn't fully anticipated was the speed of his reaction — or the specific shape of it.

The first sign was a message from Garrett Finch, terse and apologetic: he'd received a call from the Black Moon Alpha suggesting that any formal arrangement with me would be viewed as a hostile act toward Black Moon Pack interests. He was sorry. He hoped I understood.

I understood perfectly.

I sat with that for about twenty minutes. Then I opened my notebook.

Alexander was not going to let me build quietly. That was fine. I had never planned on quiet — I had planned on fast. The difference between us was that he was reacting and I was already three moves ahead.

I found the page I was looking for.

Nick Carver. Beta of the Ashford Pack. Salary: significantly below regional Beta standard. Has been with the pack eleven years. His Alpha, Marcus Ashford, has been quietly diverting pack funds into a private account — I had found the discrepancy in a financial summary Alexander received as part of a regional alliance audit. Alexander had noted it and done nothing, because Marcus Ashford was useful to him and the money wasn't his problem.

Nick Carver didn't know his Alpha was stealing from the pack he had served for eleven years.

I thought he deserved to know.

We met at a diner forty minutes outside Ashford territory. Neutral, public, unremarkable. I got there first and took a booth in the back corner, facing the door.

He walked in looking like a man who wasn't sure he should have come. Mid-thirties, solid build, the careful posture of someone who had spent years being competent and overlooked. He spotted me and stopped for just a second before he crossed the room.

'You said you had documentation,' he said, sliding into the booth without preamble.

'I do.' I pushed the folder across the table. 'Eighteen months of diverted funds. The account is registered under a shell company Marcus set up through a Greywood Pack attorney. The total is just over ninety thousand dollars.'

He opened the folder. I watched his face. He was good at keeping it still, but not quite good enough — there was a tightening around his jaw, a particular flatness in his eyes that I recognized. It was the look of someone having a thing they already half-suspected confirmed in black and white.

He closed the folder.

'What do you want?' he asked.

'Information,' I said. 'When I need it. Nothing that puts your pack at risk. Nothing that requires you to act against your own people.' I paused. 'Marcus Ashford is not your people. He's been stealing from them for a year and a half.'

Nick Carver looked at the folder for a long moment. Outside, a car pulled into the parking lot, its headlights sweeping briefly across the window.

'And if I say no?' he asked.

'Then you walk out of here and I never contact you again.' I meant it. I wasn't Alexander. I didn't deal in threats.

He was quiet for a long time. Long enough that I finished my coffee.

Then he picked up the pen I had left on the table and signed the single-page agreement I had drafted the night before.

'I want a copy of that documentation,' he said.

'Already in the folder,' I said.

He almost smiled at that. Almost.

I drove back to the waystation as the sun was coming up, the signed agreement on the passenger seat beside me. Two deals in ten days. One intelligence asset inside a regional pack. Forty-two acres of territory incoming.

Alexander was making calls. Stanley was closing doors.

I was building a room they didn't know existed yet.

I opened my notebook to a fresh page and wrote two names at the top.

Then I started on the third.
